Washoe County and NZero Bring Data Transparency to Climate Action

by | Apr 9, 2025

Washoe County, April 8, 2025 – Washoe County is bringing transparency and accountability to our Climate Action Plan commitments with the launch of an advanced emissions dashboard in partnership with NZero, the carbon management analytics and intelligence platform. This initiative allows County leadership, building managers and citizens to see facility-level data on the County’s energy use and emissions to inform the County’s emissions reductions efforts in pursuit of Washoe County’s net-zero greenhouse gas emission goal by 2050.

This effort arrives at a pivotal moment. On March 11, the County’s Board of County Commissioners approved a Climate Action Plan that outlines 126 actions to achieve the net zero goal for County operations and community wide. This new platform plays a crucial role in this effort, by ensuring that climate action is not only ambitious but also measurable, transparent, and accountable to the public.

From Reports to Real-Time Action
For too long, climate data has been hard to access, harder to interpret and nearly impossible to act on in a timely manner. True progress requires more than broad annual summaries. It requires visibility, accountability, and the ability to plan based on detailed data on energy use for every hour of every day.

The new dashboard, powered by NZero’s Energy Intelligence platform, transforms emissions tracking into a tool for real, measurable change.

  • Key Features Driving Change:
Facility-Level Granularity – Users can analyze emissions from individual buildings, identifying those with the highest relative energy use, and informing the most impactful opportunities for targeted interventions.
  • Detailed Performance Tracking over Time – Building managers can see how energy use trends by hour, day, month and year, allowing us to measure the impact of efficiency efforts and optimize seasonal energy use.
  • Intuitive Visualizations – The Energy Use Intensity (EUI) tool presents building efficiency data in a simple, digestible format, making performance clear for both experts and everyday residents.
  • Public Transparency & Engagement – For the first time, citizens have direct access to granular emissions data from County facilities, providing transparency into County operations. The portal also empowers accountability, advocacy and shared responsibility, ensuring the wise use of taxpayer resources and a shared responsibility in tracking progress and planning for a more sustainable future.

Local Action, Lasting Impact
“Climate action is not just a policy goal—it’s a responsibility shared by every level of our community,” said Brian Beffort, Washoe County Sustainability Manager. “By launching this dashboard alongside our Climate Action Plan, we’re ensuring that every resident, facility manager, and leader has the insights we all need to take meaningful action. This is what local leadership looks like—turning bold commitments into real, measurable progress.”

Josh Weber, CEO of NZero, reinforced the importance of detailed data in making climate action effective. “Annual emissions reports don’t drive change—time-specific, granular data does. Washoe County is setting a new precedent for transparency and accountability, showing how local governments can leverage granular emissions data to accelerate their path to net zero.”

A Model for Climate Accountability
By leveraging NZero’s carbon tracking and analytics technology, the County is proving that climate action happens at the community level—where decisions are made, where resources are managed, and where impact is felt most directly.

Empowering building managers to take ownership of their facilities’ energy performance
Enabling County leadership to make data-driven decisions that optimize resources and accelerate emissions reductions.
Engaging residents by giving them the tools to track progress, advocate for stronger action, and play an active role in climate solutions.
By democratizing access to emissions data, Washoe County is fostering a culture where climate action belongs to everyone—not just policymakers or experts. This dashboard isn’t just a reporting tool—it’s a catalyst for change.
