Aug. 13, 2024. Reno/Sparks, Nev. – Northern Nevada Public Health’s (NNPH) Air Quality Management Division (AQMD) is providing notice for the presentation of the Business Impact Statement (BIS) for revisions to District Board of Health regulations governing Air Quality Management CHAPTER 030 – General Source Permitting.
An impact statement is required for any revision to existing regulations per Nevada Revised Statutes (NRS) 237. The BIS follows the requirements outlined by the District Board of Health (DBOH) and NRS 237.090.
Many parts of CHAPTER 030 have not been revised in over 40 years. Due to the extensive nature of this rule revision and the gap between the Washoe County portion of the Nevada State Implementation Plan (SIP) and current regulations, the new language will be a wholesale replacement of the previous rule.
With this revision, AQMD intends to add clarity and transparency to source permitting. The new rule has requirements that are clearer than before, and an updated format and numbering convention that makes it easier to navigate the rule. The revision will also help small businesses, which tend to be smaller sources, by increasing the minimum threshold in which a permit is required, and help other businesses by streamlining the permitting process.
