NNPH – Air Quality Management Division Seeks Public Comment on General Source Permitting

June 12, 2024. Reno, Sparks, Nev. – Northern Nevada Public Health– Air Quality Management Division (AQMD) is requesting written public comment on its revisions to the District Board of Health Regulations governing Air Quality Management, Chapter 030 – General Source Permitting. AQMD is also hosting two workshops specific to this rule revision. These revisions will be available on the AQMD website, OurCleanAir.com, no later than July 8, 2024.

Many parts of Chapter 030 have not been revised in over 40 years. Due to the extensive nature of this rule revision and the gap between the Washoe County portion of the Nevada State Implementation Plan (SIP) and current regulations, the new language will be a complete replacement of the previous rule.

With this revision, AQMD intends to add clarity and transparency to source permitting. Specifically, the language used in the regulations is more user friendly, and an updated format and numbering convention has been utilized that makes it easier to navigate.

The revision will also help small businesses, which tend to be smaller sources, by increasing the minimum threshold in which a permit is required and help other businesses by streamlining the permitting process. Below are the parts included in this Chapter:

  • General Definitions (Part 030.010)
  • General Source Permitting Applicability (Part 030.020)
  • General Applications Requirements (Part 030.030)
  • General Testing, Monitoring, Recordkeeping, and Reporting Requirements (Part 030.040)
  • General Permits (Part 030.100)
  • Permits for Minor Sources (Part 030.200)
  • Nonattainment New Source Review (NNSR) (Part 030.300)
  • Prevention of Significant Deterioration (Part 030.400)
  • Part 70 Permit to Construct Requirements (Part 030.500)
  • Part 70 Operating Permit Requirements (Part 030.510)

Comments will be accepted starting July 8 through midnight on August 8, 2024, and may be submitted via e-mail to HealthAirQuality-Planning@nnph.org, or mailed or dropped off to the AQMD office at 1001 E. 9th St., Building B (Find the AQMD Dropbox here), in Reno. All correspondence must include first and last name, mailing address, and contact information.

The two workshops will be hybrid via Microsoft Teams and can be attended in-person in the NNPH Conference Rooms A & B located in Building B at 1001 E. 9th St. Reno, NV 89512. The first public workshop will be held July 8, 2024, at 2 p.m. The second public workshop will be held on Aug. 8, 2024, at 10:30 a.m. These public workshops will include a presentation regarding the revisions made and an opportunity for questions.
