Detectives with the Regional Sex Offender Notification Unit (RSONU) with assistance from Human Exploitation And Trafficking (HEAT) detectives arrested Edwin Fischer, 59, on January 4, 2022, for being a fugitive from Johnson County, Missouri.
Missouri authorities called the Sparks Police Department on Tuesday advising that they had an extraditable arrest warrant for Fischer, and Missouri investigators believed Fischer was residing in Sparks. The outstanding warrant stems from an investigation that started in July of 2021.
RSONU with the assistance of HEAT conducted surveillance and ultimately located Fischer in Sparks. Fischer was booked for one felony count of being a fugitive from another state on an outstanding warrant which charges Fischer with five counts of statutory sodomy with a person under 14, and five counts of child molestation, second degree, with a child less than 12.
Fischer is currently in the Washoe County Detention Facility awaiting a court appearance to waive extradition.
The RSONU was formed in 1998 to be in compliance with federal law passed in 1997. At that time Washoe County, the City of Sparks and the City of Reno all agreed there was a need for coordination in law enforcement in the tracking, monitoring, investigation, public notification, and the arrest and prosecution of non-compliant sex offenders. The RSONU operates as a regional, multi-jurisdictional and collaborative entity to carry out the requirements of community notifications as set forth in Chapter 179D of the Nevada Revised Statutes. The RSONU’s jurisdictional boundaries encompass all of Washoe County, including the Cities of Reno and Sparks.
Currently, there are about 1400 registered sex offenders in the Reno, Sparks and Washoe County area. Each of the three investigators are assigned over 400 offenders to monitor.
